ST. LOUIS — Inmates at a St. Louis jail established fires, broke out home windows and threw issues from fourth-ground home windows Saturday in the hottest disturbance in excess of coronavirus fears and limits that have minimal visits and stalled courtroom proceedings, officers reported.
